As far back as 2014, the FBI began looking into Paul Manafort for possible ties to the Russian government. Manafort, the former Trump campaign manager who is the most recent target of special counsel Robert Mueller and his investigation, was wiretapped unde a warrant provided by the foreign intelligence court system. They found that there was enough of a concern that he was communicating with Russia and Russian operatives in a conspiracy to influence the American election to warrant monitoring his communications.

The FBI, which started the investigation before it was taken over by Mueller, was concerned about consulting work that Manafort had reportedly been doing for former Ukranian President Viktor Yanukovych and his Pro-Russia political party.

Although it was not continuous, the listening program continued on and off throughout the 2016 election season, including the period of time when he was running the Trump campaign. According to reports, it picked up conversations between Manafort and several Russian officials, as well as possibly between Manafort and Trump, even after he had left the campaign.
