Leon Panetta says the White House is mulling a "proof of death" photo release.

The government obviously has been talking about how best to do this, but I don't think there was any question that ultimately a photograph would be presented to the public.

Other reports contradict Panetta, and make it sound like the White House is unsure of whether to release a photo. Here's why.
