Chris Matthews is talking with Pat Buchanan (and David Corn) about how dumb Sarah Palin is, and he complains how little knowledge of history there is amongst TV pundits. Then Chris screws up a quote from Winston Churchill while claiming to be an expert on the wartime prime minister.

"Democracy is the worst form of government, except for all those other forms that have been tried from time to time."

Matthews got his quote right, but was wrong about Buchanan's quote. Churchill is credited with having said:

The best argument against democracy is a five minute conversation with the average voter.
