Do the president's claims on the campaign trail ring true - like when he says the recession has been turned around?

Or when he says he's expecting that congress will return in September with a more cooperative attitude after meeting with constituents?

How about when he suggests that it would only be the result of some outrageous conservative intervention that a court would say the individual mandate is unconstitutional?
